DOJ LAUNCHES CASH REWARDS FOR WHISTLEBLOWER TIPS
President Trump and Vice President JD Vance announced a Justice Department program Tuesday offering $10,000 to $30,000 for information that leads to criminal fraud charges.
The program, called the Fraud Whistleblower Incentive Program, or WHIP, has a $25 million commitment from Treasury, DOJ said.
DOJ says it will decide whether to award money after criminal charges are filed; payment is not automatic.
The program is part of a task force on waste and abuse in federal benefit programs chaired by Vance, DOJ said. It arrives two weeks before the Nov. 3 midterm elections.

ZELENSKYY SAYS PARTNERS’ MISSILE WARNINGS HAVE RESUMED
Ukraine is again receiving partners’ early warnings of incoming Russian missiles, President Volodymyr Zelenskyy said Tuesday, according to The Associated Press.
He said the change followed talks with U.S. counterparts, including a call with Secretary of State Marco Rubio. Recent Russian attacks had come without enough warning, he said.
Early warnings let officials alert the public and give military units time to try to intercept missiles, Zelenskyy said.
Norway’s prime minister said U.S. envoy Steve Witkoff will travel to St. Petersburg on Wednesday to meet Russian leaders.

FAA CERTIFIES BOEING’S 737 MAX 10 FOR PASSENGER SERVICE
Federal aviation regulators have certified Boeing’s 737 Max 10 for passenger service after years of delays. The FAA says the aircraft includes flight-control updates with an enhanced angle-of-attack sensor.
Boeing now expects deliveries to begin in 2027, rather than an earlier 2023 target, according to an Associated Press report carried by PBS. More than 30 customers have ordered 1,555 Max 10s that remain undelivered.
A Max 10 typically seats 185 to 210 passengers. Certification does not clear every aircraft at once: each plane must still be approved before carrying passengers.

TRUMP PROMISES FARMERS $8 BILLION TO OFFSET DIESEL COSTS
President Trump told a Kansas rally Monday that farmers will receive $8 billion in one-time payments to help offset high diesel costs during the fall harvest, Reuters reported.
USDA says it will use a formula to cover part of farmers’ modeled losses. Reuters reported that diesel prices have risen 38% since the war with Iran began in February.
Other payments announced ahead of the Nov. 3 elections include $90 for 20.8 million Medicare Part B enrollees and $500 for 950,000 federal health insurance marketplace customers, according to Reuters.

USDA PLANS THIRD REOPENING FOR MEXICAN CATTLE IMPORTS
The Columbus, New Mexico, port is set to become the third crossing reopened to Mexican cattle imports on Oct. 26, USDA said Monday, according to trade publication Meatingplace.
Reopening plans proceed after two new screwworm cases were confirmed in Grant County, New Mexico, last week. Meatingplace reported that the first larvae in South Texas livestock were found in June.
Mexican cattle imports historically averaged about 1.1 million head a year before the halt that began in May 2025.
